Ms. Plubell is a corporate and tax lawyer and advisor who provides East-West business bridge consulting services for global enterprises.
Before founding The Plubell Firm, Ms. Plubell served as assistant to Chairman Esther Dyson during Ms. Dyson’s tenure as the first Chairman of the Internet Corporation for Assigned Names and Numbers (ICANN). Ms. Plubell also served as Senior Advisor to the first CEO of ICANN and provided services to the Secretariat of the Board of Directors and its international Governmental Advisory Committee. Ms. Plubell served as a senior legal officer of a SallieMae, a Fortune 50 financial company and leader in higher education finance in the U.S. She has advised clients on law and technical aspects of worldwide Internet development. She has also advised government and private sector clients concerning structures to support business development, technical training, corporate governance and global public policy.
She is past Vice Chairman of the ABA China Law Committee and participated on multicultural, expert teams for global companies and international NGOs. She has served as a board member for companies and non-profit entities.
A speaker at global Internet and IPv6 forums, her articles have appeared in leading Chinese finance and academic publications on corporate governance for global enterprise, financial infrastructures and technical Internet policy.
She received her Juris Doctor and Master in Tax degrees from Georgetown University Law Center, her MBA in International Business from George Washington University and her B.A. from the State University of New York at Buffalo.
